Course Description:

'' Governments world-wide have been looking at public-private partnerships (P3s) as a way to involve the private sector in the delivery of public services such as transit, schools, hospitals and prisons. The objective is to harness the forces of competition and the innovative potential of the private sector to deliver high-quality services to citizens while optimizing value-for-money to government.

In practice, many of these projects have been controversial. Opponents argue that they have handed important decision-making authority to the unelected private sector, with compromised accountability and little evidence that real savings will be realized.

This speaker series will examine both the costs and benefits of P3s as alternative public procurement methods. It will contrast P3s with other methods, and consider how best to design P3 projects to serve public ends.

Program Format

This lecture series is run in conjunction with the MBA program at UBC’s Sauder School of Business. Delivered over five evening sessions, it is led by professors from UBC’s Sauder School of Business and Department of Civil Engineering, as well as by prominent public and private sector experts in the P3 industry.
