UNIT - II Human Capital - Its formation, its types - education, health, on the - job training, migration, and market information - Quantitative and Qualitative aspects of human capital - Their role in human resources development. UNIT - III Techniques of Manpower Planning - Manpower forecasting Limitations. Manpower Planning in some developed and developing economies - Lessons of experience, Manpower planning of micro-level. Estimating manpower needs for firm and industry - Recruitment, Training Programme, Retrenchment and retraining for new skills. UNIT - IV Unemployment - Underemployment and Labour force participation - Labour Shortages and surpluses - Manpower imbalances - vacancies - Measuring unemployment and vacancies - economic and Social costs of unemployment and vacancies - correctives for imbalances. Planning of human resources at the macro level - need, objectives and integration with over-all economic planning. ...''
