'' UNIT - I 1. Role of Government : Government in a mixed economy - Public Sector and private sector - Planning for economic development - Budget as a means of operationalizing the planning process - Changing perspective about role of government in privatisation. 2. Allocation of Resources and Optimal Distribution : Provision of Public goods - Social Goods and social goals - Mixed goods, merit goods, social and external costs. Efficient allocation - Public and Private mechanisms for allocating resources. Concept of equity in economics - Pareto optimality and market equilibrium - approaches to distributive justice - Problem of utility comparison and other aspects of distributive function. UNIT - II 1. Taxation and Fiscal Incidence : Theory of incidence and alternative concepts of incidence - Benefit and ability to pay approaches - Principles of equity and justice in taxation - Trade-off between equity and efficiency - Allocative and equity aspects of individual taxes - Fiscal measures to promote employment, Investment and output. 2. Public Expenditure : Wagner’s Law of Increasing state activity - Structure and growth of public expenditure in India - Time series and cross sectional view - Principles of public expenditure evaluation - Social costs-benefit analysis - Reforms in expenditure budgeting, performance budgeting and zero based budgeting. UNIT - III 1. Fiscal Policy : Objectives of Fiscal Policy : Stabilization and development - Fiscal stabilization - automatic vs. discretionary stabilization - Built-in-flexibility - Functional Finance - Budgetary deficit and its measurement - Fiscal policy for development - Alternative measures of resource mobilization in India and their impact on growth, distribution and prices - Fiscal policy during planning in India. 2. Public Debt : Economics of public debt - Burden controversy - Principles of debt management - Trends and composition of public debt. UNIT - IV 1. Fiscal Federalism : Principles of multi-unit finance - Fiscal federalism in India - Vertical and horizontal Imbalance - Assignment of functions and sources of revenues - Finance Commission and Planning Commission - Revenue devolution and grants - Center-state financial relations in India - Resources transfer and the progressively of the transfer - Sources of plan finances in a federal economy. Problems of additional resource mobilization. 2. Social Accounting : Concept and Measurement of national accounting - UN system of national income accounting - National accounts of India. ...''
