'' UNIT - I
Genesis and Growth of Co-operative credit movement in India-Nicholson’s Report and various stage of Co-operative movement, before and after Independence. Aims, objects and Features of Co-operative Bank and difference between Co-operative credit system and commercial banking system. Agriculture credit, importance of credit in Agriculture - Purpose of credit, Types of Loans - Sources of Agriculture credit - defects of Non-Institutional credit-Salient features of good Agriculture credit system - Structure of Co-operative credit system (3 tier) - Evaluation of role and performance of Co-operative Banks in the banking system of the country. Primary Agriculture Co-operative societies (PACS) object, organisation and Registration, Sources of Finance, Management, performance, problems, causes of overdues and measures to improve economic viability of PACS, Suggestion of All - India Rural credit Review Committee to solve the problem of overdues.
Central Co-operative Banks (C.C.B.) - Introduction Types, Area of operation, Sources of working capital management, Functions, progress, defects and suggestions, Conclusions. State co-operative Banks or Apex Banks - Introduction, Role, functions and objects, Sources of working capital Management, Critical analysis, measures suggested by Rural credit review Committee for reorganisation of state Co-operative Banks, conclusion.
UNIT - II
Land Development Banks - Introduction, History organisational structure, objectives, sources of finance, difficulties faced by LDB’s and suggestion.
Role of Commercial Banks in agriculture credit, introduction, Social control over Commercial Banks, Nationalisation of Commercial Banks, performance indicators (Branch expansion programme, public sector Banks and Advances to Agriculture Area of population coverage) Problems of Commercial Banks in the sphere of Agriculture credit, organisational problems, legal and administrative problems and procedural problems.
Problem of cost and profitability, Environmental problems, social and political problems, difficulties in recovery of loans and problem of overdues, conclusion.
UNIT - III
Urban Co-operative Banks : Need for urban Banking, origin, Development, objects, Functions and Role of urban Co-operative Banks, Defects and difficulty and their suggestion. Employees Co-operative credit societies-Objects, Functions, Role working, Non-credit activities and suggestion with regards to employee Co-operative credit societies - Industrial Co-op. Banks. Farmers service societies - Introduction, Recommendation of National Commission on Agriculture, Functions, organisation F.S.S. and State Govt., Progress of F.S.S. and conclusion. Multi-purpose societies : Introduction, Meaning, Functions, Membership, area of operation, arguments in favour of multi-purpose societies, Disadvantages of multipurpose societies, Progress, Causes of poor performance and suggestion of Rural Credit Survey Committee for success of multi-purpose societies, conclusion-Adivasi Co-op. Banks-Grain Banks.
UNIT - IV
Reserve Bank of India and the Co-operative movement, role of RBI during Pre-independence and post-independence period, Provision of Finance and building up of Co-operative credit structure, functions in the sphere of Rural Credit - Assessment of RBI’s role in rural credit-National Bank for Agriculture & Rural Development (NABARD) - Genesis of National Bank, objectives functions - credit functions & other functions, Administration set up, progress & conclusions.
Regional Rural Banks - Introductions, objectives, Functions, Capital Management, Tax-Concession to RRB, Progress, Study by RBI on qualitative leading aspects, RBI’s Committee on RRB, Dantwala Committee, Conditions for successful functioning of RRBS.
Committees appointed by RBI & Government of India in regard to Co-operative credit delivery.
