'' The Town of Tonawanda’s water system is 60+ years old. For many years capital investment has been deferred to avoid/mitigate rate increases and consequently, levels of service are beginning to deteriorate. Facing an imminent series of large capital investments and a projected rapid escalation of water rates, Tonawanda initiated a comprehensive technical and financial evaluation of its system. A proactive 10-year approach was developed to address its most critical technical needs, improve levels of service, and maintain affordability. This seminar examines how the Town of Tonawanda developed a plan to achieve both sustainability and affordability. Despite a complex blend of technical, financial and political challenges, Tonawanda established a plan that increased capital investment by 300%, limited annual rate increases to 5%, improved equity among rate payers, restored depleted reserves and satisfied regulators. The evaluation consisted of multiple phases including; a condition assessment, asset valuation, hydraulic analysis, benchmarking, data management, cost of service analysis, regulatory review, capital planning and ultimately financial modeling/planning and forecasting. Specific strategies, objectives and constraints will be discussed based on the lessons learned during Tonawanda’s successful water system planning efforts.
