Course Description:

'' Decision-makers in many countries of Sub-Saharan Africa face similar problems in the management of aid-financed programme and projects. In order to address Africa’s poverty reduction and growth objectives, it is imperative that foreign aid be managed more effectively. Emphasis on governance and accountability has raised important and complex policy issues in the planning and disbursement of aid. In many countries in the region, foreign aid finances a large share of public sector investment and contributes significantly to the balance of payments. This course is run in collaboration with the Center for International Development at Duke University in the USA.

Improve analytical skills and performance in aid co-ordination, management and accountability
Enhance understanding of the relationships between aid-financed projects and economic development, policy constraints in donor countries, and changing policies in the provision of aid

Examine recent empirical findings on the effectiveness of foreign aid

Key programme components
A three-week residential course. The need-based curriculum consists of lectures combined with case studies, individual and group assignments, detailed readings, and problem solving. Computer-based techniques will be used to enhance understanding
of issues.
