'' Procurement is central to the achievement of public sector organisation objectives and touches almost every aspect of sector activity.
The increasing use by the public sector of purchased services such as out-sourced facilities management, provision of turnkey systems and use of third parties to deliver public services means that huge sums are involved. The scene is also fast changing with growing interest from central government initiatives as well as the increasing incidence of new, complex issues such as E-commerce.
It is therefore essential for those with responsibility for procurement, including non-specialists to be aware of the issues involved and how these can be addressed.
