'' It is almost inconceivable for an organisation not to be dependent on it¡¯s IT systems, and, for many, the spend on IT can represent the biggest percentage of annual capital investment. Indeed, most organisations could not operate effectively without their IT systems for any significant period of time, and, of course, e-businesses simply grind to a halt when the technology is not functioning. The effective management of IT is therefore a key concern for all managers.

The overwhelming evidence from research indicates that the active involvement and engagement of non-IT executives is crucial for the success of IT. However, non-IT executives are usually reluctant to get involved in IT matters as they do not consider them as falling within their sphere of responsibility. From their perspective, they are being asked to manage something that is intangible ¨C information and systems ¨C and make decisions about that which they know little or nothing about ¨C technology.
