For many organisations, the commercial vehicle fleet and the company car fleet represent major areas of expenditure, regardless of whether the vehicles are owned or leased. There is plenty of scope for money to be wasted, usually as a result of poor controls, but also as a result of poor or ill-informed purchasing decisions. Lifetime costs or the true cost of ownership may be poorly understood. The company car in particular is both a tool and perk and subject to conflicting strategies across operations, HR and finance functions. It is also the focus of growing risk management attention where there is an increasing awareness that a company¡¯s duty-of-care responsibilities extends the work-place to the company car.
On the supply-side, there is much re-structuring taking place. EU and UK Government concerns include air-pollution, equitable pricing arrangements across national boundaries, fair competition, and new technology. Over capacity, strong global competition, and the high cost of research and development are driving new alliances in manufacturing in parallel with new alliances in the finance and vehicle distribution sectors.
