'' Formal evaluation and appraisal of projects, policies and regulations is increasingly required in the public sector. Managers of the process of evaluation and those undertaking the evaluation will benefit greatly from a solid grasp of the principles of cost benefit analysis and the opportunity to compare this tool to several other evaluation techniques. The course is recommended for managers and all those involved in decision making and the appraisal of public expenditure outcomes. Also this course will suit those Managers who need to understand the key issues in such evaluation will gain from this course in the application of of social cost benefit analysis.

COURSE AIMS AND OBJECTIVES
The course aims to develop familiarity with the basic principles of cost benefit analysis, its strengths and limitations as a tool to assist in decision making. The economic framework of efficient allocation of resources, which provides the logical foundation for cost benefit analysis, is explained. We aim to provide you with the basic tools required to carry out social cost benefit analysis. With an understanding of the process and debates surrounding social cost benefit analysis managers gain confidence in supervising consultants and other staff involved in evaluation tasks. The course also aims to develop a critical understanding of social cost benefit analysis where the core aspects of this decision making tool are explored in some depth.

COURSE CONTENT
This course is designed to develop an understanding of and ability to apply economic principles in relation to social cost benefit analysis. Topics discussed include the evaluation framework, decision criteria, valuation techniques, discounting procedures and the choice of a discount rate, the treatment of risk and uncertainty, and distributional impacts. The course introduces evaluation techniques in a non-mathematical manner and discusses the practical issues of professional cost-benefit analysis in the context of public decision-making. Simple diagrams are used to illustrate core concepts and practical examples and case studies illuminate applications. Also there will be a strong focus on the practical issues of professional cost-benefit analysis in the context of public decision-making in areas such as health, transport, environment and aid programs. The exposition is non-mathematical and examples are used to illustrate all concepts.

METHOD OF DELIVERY
The course is delivered in a workshop format that blends lecture presentation, discussion, responses to distributed questions and small group work focusing on brief case studies. The lecture material is accompanied by PowerPoint slides and a comprehensive booklet is provided with web-links to readings and cases. The delivery format allows a degree of flexibility to respond to specific areas of a participant¡¯s interest.
