'' Warwick Business School in conjunction with the Chartered Institute of Public Finance and Accountancy (CIPFA), and in consultation with HM Treasury, has launched the new Warwick Diploma in Public Finance and Leadership.

Senior civil servants in central government and public managers will be able to fast track to chartered accountancy status in under two years on completion of this new and unique programme. Upon successful completion of the Diploma and CIPFA’s Final Test of Professional Competence, the postgraduates will become full CIPFA members, entitled to hold the designatory Chartered Public Finance Accountant letters (CPFA) after their name.

This programme has been developed by the IGPM at WBS in direct response to government concerns about professional standards in government departments. It will also help to ensure senior civil servants and public managers have the right mix of skills and expertise needed to deliver the ’world class’ public services that the government and the general public requires of them.

The Diploma programme will sharpen the knowledge and skills of experienced senior public servants, further helping them contribute to improved financial management. This is a key area for improvement identified by the Prime Minister as part of the improved efficiency agenda in the public sector.

The programme will run over a period of 18 months, and participants will study eleven residential modules. The modules are:

Multi-Level Governance and Public Management
Leadership and Strategy
Systems, Information Management and Financial Techniques
Performance Management and Measurement and Financial Reporting
Public Finance and Taxation
Audit, Scrutiny, Assurance and Accountability
plus five further modules preparing for CIPFA’s final tests of professional competence. ...''
