Course Description:

'' Throughout the world the World Trade Organisation has required member states and those anticipating membership to restructure their telecoms markets and provide a regulatory authority that is separate from the network operator. This course is specifically designed for personnel in developing and transitional economies where such restructuring has been undertaken. It sets the processes of liberalisation and privatisation into an international context, and provides an introduction to the practical mechanisms of structuring and regulating telecoms markets. In particular students will be expected to produce and discuss regulatory case studies from their own country. If you deal with telecoms regulation : · in a Ministry of Communications · in a Regulatory Agency · in a Network Operator and need to know what to do before you have to do it, if you wonder how to tackle regulatory problems in a more coordinated way, then this course is for you.

The Certificate course has been running since 1995 and has been successfully completed by participants from more than 30 countries, including many fromAfrica. The Certificate course takes place in the Harrow Campus of Westminster University and gives participants the chance to benefit from the wider strengths of the University of Westminster’s School of Media, Arts & Design. This includes the Communication and Media Research Institute, which has three times received the top 5 rating in the Government’s successive research assessment exercises (latest being December 2001) and the Department of Journalism and Mass Communication, which received a teaching quality assessment rating of 23 out of a possible 24 in 1998.
